Greetings from Minneapolis, MN USA!
Many thanks for your wonderful, poignant and important study on the Taxi Industry it is most helpful as the Minneapolis City Council- Minneapolis, MN USA- is proposing regulations for a minimum wage for TNCs and Uber and Lyft are threatening to leave the area.
We are preparing short studies on various aspects of the subject which we will be sharing with the Council Members and State officials and we plan on incorporating Los Angeles as well. Your study has been most helpful and we plan on sharing/imbedding many of your graphs and tables in our work. If we could have a word copy that would be a big help.
Civilitiville USA is an umbrella of American Humanitarian Efforts, Christian in orientation and a privately funded non profit. We believe in people and thought vs money! In our Reality Check area we take on social issues as we see bi-partisan politics and virtually all of our Federal leaders have failed us- and the rest of the world.
We will gladly share our work with you and hope to start a dialog. As you know- good innovation and good business is good for all people and must be structured for the benefit of all.

Our thoughts, prayers and intellect go out to you as you prepare to present your case to the Minneapolis City Council. May God be with you.
Los Angeles, like Mpls is a sprawl and has similar transportation needs and structure. The Taxi Needs Assessment Study presents interesting approaches and takes into consideration the dominant role of TNCs and the limitations of having these regulated by the state vs local municipalities.
The next study clearly discusses the economics of the various segments of the taxi industry: cruising/hail, rank/stand, pre-book taxi and contract and the role of TNCs. It advocates for state/national regulations regarding safety and local regulations regarding fare, supply.
We will be utilizing the key findings as a part of our summary paper which we hope to have complete next week.
Our study will also focus on wages for TNC full time drivers and Taxi drivers in the metro area compared to other comparable skill level positions and the level of upward mobility therein. As you can see the Home Health Aide has grown considerably as wages have increased to $15 per hour. These positions do not rely on the outlay of capital or the incurrence of expenses although they require hard work.
One of our initial thoughts is that the TNC business in a way is more like the limousine business for some and is geared toward those that want to make supplemental income verses those that depend on it to support themselves and their families, yet these intense drivers drive over half the fares, suggesting that their should be a minimum wage component per fare.

Those that study the taxi industry conclude that running a taxi business profitably is no easy task and the European study articulates why this is so- which may be helpful to you as you present what your experience and day to day reflect.
